Victor Castro Obituary, Death; – Law enforcement has apprehended a suspect related to a fatal hit-and-run incident in Visalia. Community tips directed investigators to Delano, where they located the vehicle involved.
The driver, identified as 33-year-old James Hand, was arrested on Tuesday in Visalia. Authorities had previously released footage purportedly showing a white Ford F-150 linked to the crash that occurred Saturday night on Akers near Judy. The truck is alleged to have struck a bicyclist, 53-year-old Victor Castro, who subsequently succumbed to his injuries at the hospital.
