Richard Andrew Parmer Obituary, Death; – The Harlingen Police Department has confirmed the identity of the teenager who lost his life in a hit-and-run incident that occurred early Friday morning.
Authorities report that Richard Andrew Parmer, a 19-year-old resident of Harlingen, was discovered lying on the side of Frontage Road in the vicinity of the 2900 block of North Expressway 77. The investigation indicates that Parmer was hit by a vehicle between 2:30 and 3 a.m., specifically between Primera Road and Wilson Road.
