Mark Jeffers,Regina Hinkel Obituary, Death; – The Evansville Police Department has apprehended a woman in relation to a fatal accident that occurred on July 4, resulting in the deaths of two individuals.

As detailed in an affidavit, officers were dispatched shortly after 8:30 p.m. to the vicinity of North Fulton Avenue and West Florida Street following reports of a motor vehicle collision involving injuries.

The police department indicated that multiple 911 calls reported a black passenger vehicle had struck two pedestrians. Witnesses stated that both individuals were unconscious and unresponsive. They were pronounced dead at the scene and later identified as Mark Jeffers and Regina Hinkel. The driver involved in the incident was identified as 46-year-old Crystal Edmonds.

According to the police, Edmonds exhibited signs of nervousness and agitation. She reportedly consented to a blood test. One witness claimed that Edmonds was driving at a high speed prior to the impact, while another suggested she appeared to be attempting to evade the scene before ultimately stopping.

An accident reconstruction expert estimated that Edmonds was traveling at approximately 42 miles per hour at the time of the collision, exceeding the local speed limit of 35 miles per hour.

The police were able to secure surveillance footage from a nearby establishment, which allegedly captured Jeffers and Hinkel as they approached North Fulton Avenue, walking east along West Florida Street. The footage showed them pausing at the northwest corner of the intersection before crossing the street. It was noted that they moved out of the frame just before Edmonds’ vehicle entered the scene, and it appeared that her brake lights were not activated prior to the crash.

The results of Edmonds’ blood test indicated no alcohol present; however, it did reveal the presence of methamphetamine and amphetamine, with the methamphetamine levels falling within the range classified as “toxic” to “comatose/fatal.”

Edmonds is facing charges of two counts of Operating a Motor Vehicle While Intoxicated Causing Death.
