Alyssa Insogna Obituary, Death; – A 29-year-old woman passed away while in the custody of the Waterbury Police Department on Saturday, as reported by the state Office of the Inspector General. The deceased has been identified as Alyssa Insogna, according to Inspector General Dobert J. Devlin in a news release issued on Tuesday. Insogna was apprehended by police on Friday near an abandoned residence on Willow Street.
During her arrest, officers discovered multiple folds of narcotics that subsequently tested positive for heroin and fentanyl, as stated by the OIG. It was determined that Insogna had outstanding warrants, and due to her inability to post bail, she was detained at the Waterbury Police Department, with a court appearance scheduled for Monday, according to the OIG. Detention personnel at the Waterbury Police Department monitored Insogna during her custody.
They observed her awake at 9:15 a.m. on Saturday, and during a cell check at noon, she appeared to be asleep. Upon checking again at 2:23 p.m., she was found unresponsive, as reported by the OIG. Medical personnel pronounced Insogna dead at 2:53 p.m., according to the OIG. An autopsy was conducted by the state Office of the Chief Medical Examiner on Sunday, with the cause of death remaining undetermined pending toxicology test results, as indicated by the OIG.
The Office of the Inspector General is mandated by state law to investigate deaths occurring in custody as well as incidents involving the use of force. The investigation into this incident is ongoing, led by Devlin, who announced in January that he would not pursue a second term. Last month, the Criminal Justice Commission appointed state Appellate Court Justice Eliot J. Prescott as his successor.
