Francisco Campos Obituary, Death; Grand jury clears 3 Lincoln City police officers in fatal shooting of Woodburn man

Francisco Campos Obituary, Death; – A grand jury has determined that three officers from the Lincoln City Police Department acted justifiably in employing deadly force against a Woodburn man, who was shot and killed in October.

According to the Lincoln County District Attorney’s office, Officers Cody Snidow, Jaylan King, and Joshua Lane were deemed reasonable in their assessment that the use of deadly force was warranted.

On October 19 at 12:22 p.m., an employee at the Motel 6 in Lincoln City reported a domestic disturbance involving two guests. The employee indicated that a man, later identified as 36-year-old Francisco Campos from Woodburn, was engaged in a heated argument with a young woman who had checked in with him. The situation escalated when a loud slap was heard, followed by the woman yelling.

The Motel 6 staff decided to evict both Campos and the woman, providing them with a 15-minute window to vacate the premises. Upon the arrival of four officers, it was discovered that Campos had an outstanding felony parole warrant. When the staff returned after the allotted time, the officers, who were positioned in the hallway, overheard an argument between Campos, the woman, and the motel employee. Campos began to verbally assault the employee, prompting one officer to enter the doorway.

According to the report, Campos quickly adopted a fighting stance and reached toward his hip. Officer Snidow then entered the scene and drew his weapon, with Officers King and Lane also responding. The officers repeatedly instructed Campos to show his hands and refrain from reaching for a weapon, but he persisted in his refusal, repeatedly stating “kill me.” As the officers attempted to de-escalate the situation, Campos lifted his shirt, revealing two firearms tucked in his waistband.

Despite continued commands for Campos to raise his hands or place them on his head, he remained uncooperative, again responding with “kill me.” As he advanced and reached for the firearms, Officers Snidow, King, and Lane discharged their weapons at Campos until he collapsed.

They provided first aid until medical personnel arrived, but he was pronounced dead upon arrival at the hospital. The Lincoln County Major Crime Team is conducting an investigation into the incident.
