Najbulla Rafie Obituary, Death; – A man was reportedly undergoing court-mandated psychiatric treatment prior to allegedly shooting his teenage brother and fatally wounding his stepfather at their residence in north Phoenix earlier this week, as indicated by court documents released on Friday.
Milad Rafie, aged 28, faces accusations of a double shooting that occurred around 8:15 p.m. on Wednesday at a home located near 19th Street and Aire Libre Avenue, when a 17-year-old dialed 911 to inform authorities that his brother had shot him.
Law enforcement swiftly arrived on the scene and discovered a man lying deceased in the street in front of a residence, having succumbed to a gunshot wound. He has since been identified as 59-year-old Najbulla Rafie, the stepfather of the accused.
Inside the residence, officers located a teenage boy suffering from a gunshot wound to his abdomen. He was transported to a hospital for further medical attention while police initiated a search for his brother.
As officers continued to secure the area, reports indicate that the suspect, Rafie, returned to the home and surrendered himself. He was subsequently taken into custody.
Investigators interviewed the suspect’s mother, who stated that upon returning home from work, she was unaware that Milad was present. According to the documents, she tidied up his room, gathered his dirty laundry, and took it to the laundry room. While there, Milad allegedly confronted her, jabbing her with a broken piece of wood while shouting that she was not permitted to enter his room.
The woman’s 17-year-old son overheard the commotion and confronted Milad, who then shoved the teenager back into the living room. Concurrently, a firearm that Milad had reportedly been hiding fell to the floor and discharged a round.
Documents indicate that the suspect’s mother fled outside, where her husband, Najbulla, was in the driveway working on a vehicle, and urged him to call 911. She heard a second gunshot emanating from within the house and rushed to a neighbor’s residence, requesting them to call 911, and then heard a third shot. Police arrived a few minutes later.
According to court documents, Milad had a documented history of mental health challenges that the family had attempted to address, but he consistently refused assistance. He was reportedly known to possess a firearm.
