Randall Madewell Obituary, Death; – According to the Oklahoma State Bureau of Investigation, a man has been charged with First-Degree Murder regarding a 2020 homicide.
Officials say on March 20, 2020, the Cleveland Police Department asked for the OSBI’s help investigating a homicide. Around 6:30 p.m. that evening, officers responded to a home in the 900 block of West Pawnee Street regarding an unresponsive man. Upon arrival, officers found 60-year-old Randall Madewell dead from apparent gunshot wounds.
In June 2025, the investigation led OSBI special agents to 60-year-old Phillip Stout, who was believed to be inside the home when the shooting happened. The case was presented to the Pawnee County District Attorney’s Office, who then charged Stout with First-Degree Murder and Possession of a Firearm After Former Felony Conviction.
According to the OSBI, Stout is already booked into the Rogers County Jail on unrelated charges and will be taken to the Pawnee County Jail.
