He was wearing a tan zip-up jacket, a flannel shirt, khaki pants, and black shoes. Shirley is described as being 6 feet tall, weighing around 200 pounds, with gray hair and brown eyes. The missing individual is known to operate a gray 2011 Buick LeSabre with the Pennsylvania license plate HTJ5454.
