Zhuo Lin Xie Obituary, Death; – A 90-year-old man was tragically hit by a moped in Homecrest, Brooklyn, as reported by the NYPD on Wednesday.

Newly released surveillance footage captures the elderly man, identified as Zhuo Lin Xie, as he crosses the intersection at Avenue U and East 14th Street on Tuesday morning, when a motorized scooter traveling southbound knocks him down.

The driver remained at the scene for approximately three minutes but gradually moved the moped to the opposite side of the intersection before ultimately fleeing westward.

Authorities have confirmed that Xie succumbed to his injuries at the hospital.

The victim’s grandson provided CBS News New York with a statement that includes, in part, “We hope the authorities can locate the individual responsible for this. We are also worried about the prevalence of motorcycles in densely populated residential areas.”
According to the NYPD, there have been over 230 e-bike accidents reported this year.

Assemblyman Michael Novakhov mentioned that he has recently proposed legislation aimed at holding these types of drivers more accountable.

“This situation can be prevented because if we mandated that all vehicles, particularly motorized ones exceeding a speed of 25 mph, be registered and insured, it would significantly ease the process of identification,” Novakhov stated. “I would like to name this bill in honor of this individual, and I would be eager to discuss it with the family.”

On Wednesday afternoon, volunteers from Local Community Patrol gathered at the Homecrest intersection to safeguard their neighbors.
“It’s truly awful, just awful. I pass through here frequently. I witness mopeds operating illegally — without helmets, lacking brakes. They speed through red lights, showing no regard for pedestrians. They simply do not care,” Ryan Rivera expressed.

“We want to ensure that such an incident does not occur again,” Peter Forte remarked.

They urged drivers to exercise additional caution, particularly around the elderly members of the community.
“Drive slowly because we have many elderly individuals and children in the area, especially during the summer when everyone is out and about,” Lisa Mai advised.

Lina Chen, the founder of Local Community Patrol, which operates three times a week, stated that reckless cyclists and mopeds pose a significant risk.
