Vaughn Malloy Obituary, Death; Inspector general releases report on case in which a suspect and K9 were killed

Vaughn Malloy Obituary, Death; – The use of deadly force was deemed justified in the shooting death of a man in Stonington in December 2023, as stated by the Office of the Inspector General.

Inspector General Robert Devlin Jr. has published his final report regarding the case of Vaughn Malloy.

In addition to the death of Malloy, state police K9 Broko was also killed during a shootout involving Vaughn and the state police.

The incident took place on December 21, 2023. Troopers were dispatched to a residence on Mechanic Street to execute an arrest warrant for Malloy, who was implicated in a previous shooting incident that occurred in Norwich in April 2022.

As per the report, troopers utilized a Bearcat ram to forcefully enter the home. Subsequently, the report indicates that Malloy came out from the backdoor and fled towards Mechanic Street. Broko was deployed to assist in tracking him down.

State police discharged foam-tipped impact rounds, which were characterized as a less lethal option to incapacitate the suspect. Malloy was hit and subsequently fell. At that moment, according to the report, Malloy returned fire at Broko and the pursuing troopers.

Broko was killed. The troopers then returned fire, resulting in Malloy being struck and killed.

The investigation concluded that the use of deadly force by Connecticut State Police Sergeant Sean Paddock, along with Troopers Christopher Church, Jarred Bolduc, and Gregory Fascendini, which led to the death of Vaughn Malloy, was justified.

According to the report, Malloy’s actions in discharging a firearm multiple times constituted a significant threat of serious injury or death to all troopers present at the scene.

In their statements, the four troopers who discharged their weapons conveyed their perception of that threat and their conviction that it represented a serious risk of harm.

Devlin concurred and determined that the use of force was justified.
