David Eugene Shynovick Arrested; – Authorities have apprehended a man from Phelan in relation to a fatal hit-and-run incident that resulted in the death of a pedestrian from Victorville last weekend.
The suspect, 59-year-old David Eugene Shynovick, was arrested on April 22, 2025, at a residence located in the 13900 block of Middleton Road in Phelan, as confirmed by officials. The Victorville Police Department reported that investigators established Shynovick was operating a 2013 Chevrolet Impala when he fatally collided with Wilian Castro Vargas, 32, of Victorville.
This incident took place around 12:56 a.m. on Saturday, April 19, 2025, on Bear Valley Road near Mesa View Drive. Emergency personnel from the Victorville Police Department, Victorville Fire Department, and American Medical Response responded to the scene and found the victim, who was declared dead. Investigators noted that the pedestrian was crossing Bear Valley Road when he was hit by a vehicle heading westbound.
The vehicle involved fled the scene westward on Bear Valley Road, leaving investigators with limited immediate evidence. During the investigation, detectives from the department’s Major Accident Investigation Team gathered evidence indicating that Shynovick was likely under the influence of alcohol at the time of the incident. The San Bernardino County Sheriff’s Specialized Enforcement Division aided in the arrest.
Shynovick has been booked into the High Desert Detention Center in Adelanto, where he is currently ineligible for bail. He faces charges of PC 187(a) – Murder and VC 20001(a) – Felony Hit and Run Causing Injury or Death. Court documents indicate that Shynovick is set to appear for arraignment in Victorville Superior Court on April 24, 2025.
